Since this guy is wondering why Lower Austria (Niederösterreich) is "higher" (= more northern) on the map: The name "Ober-" or "Unter/Nieder-" in a town's or region's name in Austria and Germany does not refer to its North-South location but its elevation. Regions named "lower-" tend to be more flat, and in an "Ober-"region it's more likely to encounter hills or mountains. When a town has an "Ober" or "Nieder" in its name the "Ober" is located higher up a hill than the "Nieder" no matter what cardinal direction they are from each other.

Upper Austria and Lower Austria got their names because the first one is on the upper side of the river Enns and the second one on the lower side. Historically they were calle „Österreich ob der Enns“ and „Österreich unter der Enns“.
